Price
Responsive Control refers to programs that allow the consumer
to choose when and how much to curtail, based on price signals.
Typically, in this type of program, the utility
might dispatch a higher price for a period, but there is no assurance
that participants will respond. Participants may not be home,
may not be monitoring, or may elect to pay more for comfort/convenience.
There is no way for the utility to estimate the aggregated response
of all participants without constant, expensive two-way communication
to each participant.
Advantages
The advantage of price responsive control is that
there is no need for incentive structures, settlement, inspections,
etc. The burden belongs to the customer. There is however, a need
for hourly load profile metering, so the utility can track the
price responsive control on an hour-by-hour basis and bill accordingly.
Previously, price responsive control systems required
a “gateway” system that allowed communication between
the meter and the thermostat and other control points in the home
or business. The utility would send prices to the meter, and the
gateway system would respond according to pre-set thresholds.
